1950's Artist Janicotte French Charcoal Drawing and Gouache Watercolor~ Signed

This is for the purchase of a single Signed Janicotte Gouache & Charcoal Drawing Painting on Heavy Paper.  Item in photos is actual item being purchased.  I am not an art dealer nor am I trained in art valuation; however, I have researched this piece online and feel I have described it as clearly and honestly as possible.  Please look at photos closely and if you have any questions feel free to contact me.
> Picture was framed and matted; however, because of the deterioration of these items they have been removed as they provided no value (See last three photos)
> Appears to be a Gauache Painting/Charcoal Drawing by French Mid Century artist Janicotte; The only similar painting found like this online was sold in 2010.
> Subject matter includes a Parisian shopping district (Paris Place Vendome) surrounding the famous Vendome Column in the center of the square.  This column was erected by Napoleon I to commemorate the Battle of Austerlitz; it was torn down in 1871 by decree of the Paris Commune but subsequently re-erected and remains a prominent feature on the square today.  The Place Vendome has been renowned for its fashionable and deluxe hotels such as the RITZ.  Many famous dress designers have had their salons in this square to include Chanel.  This particular scene shows a time period when women were adorned with elaborate hats and beautiful dresses.  Shopping was an event, especially in this Paris location.  Extremely interesting effect of how Janicotte used the Gouache technique to highlight the oxidized patina of copper on the shopping square rooflines.  
> Back of art shows the number 450 and the name BANKS.  I could not determine what these mean.  
> Size- Paper is approximately 14 1/4" wide x 11 1/8" tall; Actual picture is approximately 11 1/4" wide x 8 3/4" tall.  Outline around picture is where matte was and shows the level of light damage to the paper (Again, this does not appear to be smoke- verified through a local framer).  This yellowing looks intriguing to myself as it shows the age of this 60+ year old drawing/painting.
> Art could use a good professional cleaning and will look incredible is reframing is chosen.
